How can I fix error (0x8004210e) in outlook?

I just installed Microsoft Office and would like to use Outlook to receive
my e-mail. But when I start the program I get a error message of
(0x8004210e). Can you help me correct this problem?
 
1. What version of Outlook/Office?
2. If Outlook 2002/2003, did you use the Test Account Settings? If yes,
what is the exact error message, verbatim?
3. Did you double check your account settings against your ISP's help FAQs
for setting up mail?
