Suppose I am downloading a 10 MB file and my CPU turns off when the
file was half downloaded then ow can I find that half downloaded
data. Can I find it? Can I start from where I left downloading? I am
talking about a default windows downloader.

CPU stands for Central processing unit..which is your computer chip.
I dont think that turns off,I think you have your Power Options set for too
short a time....increase it and then redo the download.

It's my understanding that in the scenario you described, you would have to
resume your download from scratch. I'm not even sure if a third party d/l
manager could resume a d/l in the event of the computer shutting down.

clear the cache from IE.
turn off screen saver and auto shutdown.

when done, turn off screen saver and turn back on auto shutdown.

CPU does not disconnect. You probably meant that your computer disconnects from the Internet while you are downloading something. What you are asking for is called a Download Manager. If the download stops then it will continue from where it left off 10 minutes or 10 days later
You can find many Download Managers by doing a search for them on Google. Sorry I cannot recommend any since I am never in need for one. Good Luck
