How can I disable those irritating balloon popups??

Which one's? Many applications use balloon pop-ups. You can disable
Microsoft's TaskBar pop-ups if the application is using the Windows API for
pop-ups. But if an application has it's own, you would have to check that
applications Options or Preferences to see if they have an option to disable
pop-ups.
