How can i control the default user settings?

*How can i control the default user settings?
-Whoever creates a new account, the new account is under Default User
setting in the first place. i know that Default User folder is hidden in the
folder Documents and Settings, but i would like to change it!

Create a user profile exactly the way you want it, then reboot
under an admin account and copy that profile to
c:\documents and settings\default user
(Control Panel / System / Advanced). All ***new*** users
will now inherit the profile you created.
