How can I change the Day view settings in outlook so that it only shows the
working hours of a day (i.e 08:00 to 17:00) instead of all 24 hours of a day
(i.e. 00:00 - 23:59)?

You can't as far as I can tell. The non-working hours will be in a darker
background color that the working hours, but they'll still be available.
 
I agree with Brian, but if you simply need to change your working hours, try:

Tools -> Options -> Preferences -> Calendar Options

In here you can set the Start Time and End Time.
