How can I can reformat an XP Home PC?

I have Windows XP Home Edition Upgrade from Windows 98. I think the system has been corrupted completely. I want to totally reinstall everything. I have all original disks. But I can't seem to find a way to format the HDD. fdisk is obviously not an option on XP, so what do I do?
 
Put the XP disk in and select format. Or, you can use a Windows 98 startup
disk to format.

I suppose there is if you use the Windows 98 disk to start your computer in
order to reformat.

Greetings --

Simply boot from the WinXP installation CD. You'll be offered the
opportunity to delete, create, and format partitions as part of the
installation process. (You may need to re-arrange the order of boot
devices in the PC's BIOS to boot from the CD.)
