How can I block IE from system

I work for a small company about 40 people and I need to block Internet
explorer from one user. Is there a way I can go into the reg. and disable on
this system. The system is running Windows XP.
 
Does the user have admin rights on the local machine if they do you can't as
far as i know, you could go into the users group poicy ( IF it is setup ) and
disable the ie from running on that machine.
 
Yes the user has Admin rights. But he is not technical and will not know how
to fix what every I do. The only reason he has admin rights is because of the
software this company uses.
 
If there not technical the easiest way is to remove the IE Icon ( Since most
users don't know how to find ie and to do that rt click on the start button
goto properties and then customize and uncheck ie in the show on start menu,
then rt click on the desktop and go to properties and then desktop then
customize desktop then under the general tab uncheck internet explorer on
desktop icons and the avrage user will never find ie. this is the easist
without uninstalling ie.

An aside; in many cases you can make software work for Normal Users by
granting full rights to the Users group to the program directory for the
application and sometimes also to the Windows\Temp directory if needed.

MS, in is it's greed, has not only deeply embedded Internet Explorer
in Windows, but made it nearly impossible to easily do what you want.
You can try these:

1. open control panel, add remove programs, and try using
"Set Program Access and Defaults" to disable IE. (look at the custom settings)
2. open MSIE, click Tools, Connections, LAN Settings and check Use a Proxy Server.
In the Address field, put any nonsense name like noaccess.not. Make sure to uncheck
Bypass proxy for local access. Then click Advanced and check the box that says to
use the same server for all protocols. Also, remove anything in the exception box.
3. If possible, try using fake DNS addresses in the IP config. (this could pose
problems if you are using another web browser or directory services)

Note: Someone with Admin access will be able to easily circumvent these lame steps,
unless they are clueless about Windows administration.

Some softwares will not work without Internet Explorer. He might complain
about it.

But if you are trying to prevent this user from accessing the internet,
then, you could disable his modem. You could also physically remove his
internal modem. His Windows XP may have a slow cold start-up but he will
not be able to access the internet anymore.

This is a long shot suggestion. You can ignore it.
