How can blocked email senders be notified?

I would like to have blocked senders be notified when there email is blocked
or not received by me. Is this possible?
 
There are so many places mail can get lost that you can't notify for mail
"not received" - you could create a rule to block addresses and send a
reply - but its really stupid. Tell the person you are blocking their mail
and not to contact you and be done with it.
