how am i sure if message read or not even if or no answers

I have been sending mail to a certain recipient with tracking options, voting
(??), recieipts, message read.,,etc. If the receiptients opens the e-mail
does he have the choice toanswer that he read the message to be sent back to
the mailing person? Or is it done automatically. All I get is the
comfirmation that the message reached his mailbox. How can I be sure if he
read it? Only if he says so?

Usually, yes.
Or is it

Even that can be blocked at the server level.
How can I be sure if he read it?

Ask him whether he read it, or find out whether he did the thing you asked
him to do in the message.
I'm not alone in finding read receipts rude and intrusive, and I am not
alone in blocking them outright. They are
certainly not proof someone has read something. If it's critical that you
have proof, hand them a piece of paper and watch them read it.
