Hourglass won't stop running

I recently moved. I've set my computer back up (everything but the
Internet connection), but I'm experiencing an annoying problem. The
hourglass cursor runs for 10 seconds or so, stops for a beat, then
starts back up again and repeats the cycle. Any ideas how to fix this?

Go to Start > Run > msconfig
startup tab
uncheck entries and reboot,
if no hourglass then enable entries one at a time.
