Not in Windows Mail, but Hotmail support is in Windows Live Mail.

Until Microsoft FIXES their mail program, or a 3rd party makes it work
correctly, most are now using Thunderbird email program with the plugins that
do work with hotmail and the other online email programs.
No one is quite sure why Microsoft screwed this up... If they thought it
would force people to use their Live Mail that is one of the most hated
programs ever spammed out, it didn't work. It is just driving more away from
using even built in ms programs.

One wonders about the source of your claim about "most".
As far as I can see, the vast majority of problems with Windows Mail are
caused by anti-virus programs, especially Norton and McAfee.
