Hotmail glitch snarls pay service (AP)

I see in the "article" where "customers who pay for services" were having
issues/troubles, but nothing about how it "snarls pay services" provided by
I assume a 3rd party vendor.

Yes, though some experienced the opposite. What's truly novel is that
MSN/Hotmail acknowledged the problem publicly.

But they didn't give the reason why.

I believe it was because MS just instituted it's Web Browser Only/No
Outlook & OE Hotmail Accounts for new Hotmail members this week.
