hotfix location?

I have been having a problem with outlook not sending and receiving but hanging at 0% and then giving an error code saying that it timed out looking for the pop server. The Microsoft website says that there is a hotfix for this problem in the post service pack 2 hotfix pack of Sept 2003. I cannot find this hotfix seperately in the downloads section.Any help is appreciated.
 
You must call Microsoft Support to obtain a hotfix.
