Those are the updates you have installed from Windows Update.
If you remove them, you also remove the fix.
However it is safe to delete the uninstall files:

Please fix your clock - you're posting from the future. You're in NZ, yet
your clock is set for US Mountain Time (-0700). Please reset it to the
correct zone (+1200). It's in your own best interests, as many won't answer
postdated posts, and many servers delete them.

Hotfix files are the windows updates, and NO it is NOT safe to delete them.
