hot key on laptop

I have a question for curiosity sake.
Are the hotkey combinations on a laptop for things like monitor
output(fn + f5), volume, muting, etcetera
hardwired(keyboard/motherboard/device) or is this a function of the
software drivers only?

It is most likely being determined by software. If, however, that
software has a configuration GUI is another matter.
