unable to replace the hosts file
and not sure which application is not allowing access
any ideas as to what I should check?

Reads like something your spyware checker would prevent.

never had a problem when creating a new Hosts

Right-click on your 'hosts' file and make sure the 'Read Only' box is
unchecked. If that's not the problem, try turning off your Antivirus and
other apps such as Windows Defender, popup blockers, etc.
