Computer has Xp Home and was self made by a friend a long time ago but when I
got this d-link router, model WBR-1310 ver. D1. The computer won't boot. It
will boot only in safe mode and I have to do system restore to get computer
to boot again. Router settings are at default. The computer isn't booting off
the network, it is booting from harddrive so Bios are fine. This may be the
wrong area for this question but even some of my friends are unable to figure
this out. Any other suggestions would be great.

How are you connecting *to* the router? Ethernet? USB?
Also, if you're getting error messages (during boot, or in the event logs),
post them.

ethernet and no error messages, stays at windows xp loading screen

And when you boot up without the Ethernet cable plugged in, is it fine? When
you go into safe mode, what do you see in the event logs?
