homepage restrictions

something on the internet took control of my home page.
Now I can't change it at all. I get the message access
restricted contact the administrator. The location
window and the three areas under it in "internet options"
are all grayed out. I can't use the apply button
either. does anyone know how to fix this? I actrivated
the computer Monday and this happen right afterwards.

Item No. 268 (Restore All Tabs under Internet Explorer).
