homepage and proxy settings keep reverting to default

Each time I restart (even after hibernating or sleeping) XP, Explorer 6 reverts to ca.msn.com as its homepage, and also turns off the LAN proxy settings I've previously enabled. I've already scanned my system for hijackware, so wonder if this is a bug (or an insidious feature).
