Home Page Reset

I recently got hit with a virus (I think xupiter?)that
reset my home page to Swire.Com. After removing viruses,
IE is set to a blank page and I am not able to reset to
anything at all -- I get message that states I need to
contact my network admimistrator to access to this
operation.
How can I regain control of my Home Page setting?

You may need to fix your registry after that:

http://mvps.org/winhelp2002/RepairTabs.reg
1) Restores the missing Tabs in IE (usually spyware related)
2) Unlocks the grayed-out Home Page section
3) Removes the Administrator message in Internet Options
