Home Page & .dll errors, home button disabled and cant fix

Good afternoon
I am unable to change my home page from IE/tools/internet options, the script shown is http:///C:WINDOWS/secure.html. I can manually insert desired home page, apply and OK it, but then it reverts to script as shown above. The home page quick button is totally disabled. Additionally, I'm receiving frequent error messages from IE saying certain .dll files cannot be found. When I try to x-out from these boxes, the browser launches to a blank page that must be similarly manually deleted every 10 minutes or so (on continuous connection). There are several profiles set up on the system and each profile is having the same symptoms, so I'm assuming it's a Windows issue as opposed to an IE issue
This first occured (I think) when a pop up window bypassed my blocker software. Have run Norton and checks out fine
