Home page changes do not stay after closing IE 6

Is there a way to allow a user to be able to change the home page? The usual
method of tools>interntet options>use current does not work. Is there some
security setting that is preventing a user from changing the home page?
 
Is the user's profile being remembered in GENERAL?

Or are all profile settings being reset on each logon?

If that's the case, you need to arrange for the user's profile
to be properly saved (e.g., you might have a bad path to
a roaming profile server on the users account.)
 
The home page can be set by policies to open to a specific page - the user
cannot override the setting depending on the right they have on the machine.

the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.

After furious head scratching, mgm asked:

This is not a multi-user computer or a domain. This is a stand alone home
pc. The user is the admin. How can I change the policies to enable the user
to be able to change home page?
