Frequently, I am unable to see/access other computers on the network via
network places. Sometimes I'm unable to see the computer that I'm on via
network places. I have to restart the computer before all the networked
computers can be seen via network places

Check for misconfigured / overlooked firewalls, and for registry setting
restrictanonymous, on each computer.

If no help, provide "browstat status" and "ipconfig /all" from each computer, as
