I am trying to set up a home network between my 2 PCs, but am having
problems. Neither PC seems able to communicate with each other. Both PCs are
running Windows XP Home, Zone Alarm Firewall, and Norton Firewall. The PC
with the internet connection has an IP address, but it appears to be the
wrong type, and what appears to be a working connection. The other PC has no
IP address, and limited or no connectivity. I am unable to view workgroup
computers.

First of all, there is no advantage and every disadvantage to having
multiple firewalls running. Use one or the other, but not both.
Uninstall the one you don't want to use. If you decide to uninstall
ZoneAlarm, follow the mftr.'s uninstallation routine, which you can
find on ZoneAlarm's tech support site.

In whichever firewall you choose to keep, configure it to allow your lan
as trusted.

Here is an excellent network troubleshooter by MVP Hans-Georg Michna.
If, after properly configuring your firewalls you are still having
problems, go through the troubleshooter steps. It will pinpoint the
problem areas:

The first thing you should do is to uninstall Zone Alarm which is running a
Firewall. You should also do the same with the Norton Firewall.
I had a similar problem and was guided by
http://www.careyholzman.com/net1.htm where you were warned to uninstall any
programmes running Firewalls

You also shouldn't run both ZA and Nortons or you WILL be a lot more likely
to have problems.
