HOme Edition, restricted users, adn default power saving settings

How do I change the default power saving satting for _all_ users on the computer? Only Administrator has the correct setting, and it is impossible for restricted users to change their (faulty) default power saving setting; to do that you must have administrator rights. Catch 22 sort of. Is there a way for Administrator to change the default power saving setting for all current and coming users simultaniously?

Thanks for tips. But is there no way to set power scheme once and for all _for the computer_, not per individual user? I don't want the users to be able to change this setting, but I want the computer to behave in one by me specified way independent of which user was the last one to use it.
