Hole in patch MS-03

PCWorld reports that this patch has a hole, and
recommends "disabling support for active scripting, or
uninstalling the popular browser." Secunia suggests
disabling ActiveX. I can't find guidance for doing this,
or the ramifications if I do. Any suggestions?

Do you actually mean MS03-03?
This was a security update to Microsoft Outlook 2003 (from Office XP)

Can you check which security issue you are referring to.
All of them start with MS03 (for Microsoft 2003) and then the patch number
