HOw do I delete (permanently) History from IE. I have
tried unsuccessfuly to delete using the Tools->Internet
OPtions-> "Delete Cookies" "Delete Files..." process and
Clear History buttons. Then when I close and restart IE
the history is still there.

Close IE and use the Internet applet in the Control Panel to Delete History.
