Is it possible to customize the toolbar and remove the internet options
section under the tools tab? I wanted to do this to keep from having my
history from being deleted repeatedly.
 
You can set history to be retained for 99 days if this what you want
from Tools, General Tab.

Why do you want to keep history when you can create a list of favorites?

the existence of internet options in the toolbar drop down menu has nothing
to do with how long your history items are kept.
what browser/toolbar are you using?
