Is it possible to access a history log of the all the dates and times a file has been accessed, not just the most recent? If so how?

And any information on how to password protect a folder, not just password protecting the files within that folder, would be much appreciated.

You can set Outlook to create journal entries for Office document events.
Sadly, it slows everything down.

Is that retrospective though? i.e. will it tell me when a document was accessed in the past?

Problem: I suspect a staffer openned a document to satisfy their curiousity I want to be able to look at a history of when the document was openned. Solution needed!

There is no way to do this retrospectively.
