history and internet exploer

Is there anyway I can set up internet exploer so that limited accounts can not delete the history. I want to monitor what my 13 year old is veiwing but as long as he is able to delete a record of the history I am unable to do that. I tried using the content advisor but because most sites are not rated I am constantly having to approve and type in my pass word. I have to do this even when he is using msn chat or sends a hotmail. This is whether I dot "always allow this site" or not. If there was some way I could prevent him from deleting the history it would be much more simple.
 
Consider purchasing Norton Internet Security 2004
and enable "Parental Controls".
