high % of cpu use please need help!

when I start up my pc (I'm dutch) i see that my cpu uses +-45 % only for just being on
sometimes it raises to 100%, and then after a time it goes back to normal like 2-5%
I want to know what is going on and how can i fix this
I have a screenshot of it but i cant place it here
I need HELP! i can't do anything on my pc!!!
 
without being able to see your system or know the specs of the CPU it is hard to tell what might be causing it. what kind of processor are you running? what OS?
 
bring up task manager and click on the processes tab.
Look for either avserve.exe or avserve2.exe. If you find
either one of these two, highlight each instance and end
the process. You should be able to use all your programs
after that. This is the Sasser. If you find either one
of these two, go to microsoft.com and in the downloads
section you will see the sasser removal tool kit.
Download it and run it. After you do this, do a
winupdate to prevent this from infecting your system again
