If you have XP Home, you don't have the Group Policy Editor. Instead,
try either Doug Knox's Security Console or the MS Shared Computer
Toolkit:

Vivek,

Option 1 (Start menu)

-right-click on the Start button > select Properties > Start Menu tab

-select 'Start menu' > Customize'

-in the 'General' tab under the heading 'Programs', select the 'number of
programs you want to show on the Start Menu' > click Clear List, (you will
need to drag the programs you want back into the Start menu)

Option 2 (Classic Start menu)

-right-click on the Start button > select Properties > Start Menu tab

-select 'Classic Start menu' > Customize'

-under the heading 'Advanced Start menu options', uncheck 'Scroll Programs',
check 'Use Personalized Menus', click OK & OK.
