Hide inactive icons

This is just an annoyance, but there's a couple of icons I have to keep
resetting to "always show". The setting will stay put till I do a reboot
and then they have returned to "hide when inactive". Anyone know how to
make the settings stay put?
 
OK, I've got the taskbarplus! utility now, but it still hasn't gotten me
fixed. The only thing that'll go into hiding are items which are set to
"always hide". The ones that are set to "hide when inactive" stay out in
the open. The arrow only shows up when I've forced one into hiding.
Actually, it's worse now than it was... :-) And the "always show"
selection on ICQ keeps changing back to hide when inactive. Where is
this stuff... in the registry somewhere?

That is the way it works, set the first icon to hidden and the chevron
appears.
