Probably have something running in the background. Shut down a few things at
a time till you find the cause.

I don't know if this is going to help, but run "dumppo.exe" and
see what it reports. There was a claim years ago, it would report
a driver preventing an ACPI state from working, but I've yet to see
an example of that.

This posting addresses an issue with Standby S3, and Hibernate
is S4. And not exactly the same cure may be needed. But to
start, at least run "dumppo admin", "dumppo cap", in a Command Prompt
window, and see what states it claims to support.

dumppo options:

CAP = Capabilities
PS = Power Supply
BS = Battery Supply
ADMIN = Administration (used for admin override)
AC = AC Power Settings
DC = DC Power Settings
AC MAXSLEEP=Sx
AC MINSLEEP=Sx
where x is the ACPI value (1,3,4 or whatever)

In order to Hibernate, there has to be room to store the
Hiberfil.sys on the C: drive. That is where a copy of the
RAM contents are stored.
