When I turn on my computer from a "Turn Off" shutdown it recognizes my USB
Netgear MA-111 wireless device, but if I use "Hibernate" to turn off then
when back on it says "unkown device" and I have to unplug and replug to get
it working.

When you turn a computer off (power down) and then turn it back on all the
drivers are reloaded, which causes your USB device to work properly. When
you shutdown with hibernate, your Operating system essentially shuts down but
doesn't unload most drivers - it just "stops". Your wireless device senses
this and shuts down itself because the Operating system is not responding.
When you restart, the drivers are re-activated, but they will not be able to
contact the USB device because it is shut down so you get the "unknown"
device. Unplugging it and re-plugging it will cause the drivers to be
completely refreshed. This brings the device back to life.
