Hey! what wrong with the damn .net framework 1.1 sp1 for w2k3?!

I somehow feel like "iisreset.exe" does a bit more than just stopping and
restarting the iis service. Have you tried that?

sure, i've tried all ways to restart IIS6, but it is still always show
"Server is too busy" even after every times restarting
