helpctre.exe

I have just had to re-install Windows Xp,due to hard drive failure,but now i cannot access Help and Support from the start menu -I get an error message -helpctre is not a valid Win32 application.However I can use help and support from the Control panel.Has anyone any idea why?

thanks,but all the things in there are for when you cannot use help/support,or it hasnt loaded.i have got it in pc health folder,and i can use it in contol panel ok,it just wont work from the start menu-the message i get is helpctr ex is not a valis win 32 application,yet how come i can load it in control panel? and i can see it in pc health?
