You need to set your Date and Time or Time Zone correctly first.

As you are posting using a Gmail account I'm not sure whether it is this

When I was using Windows 95 and Windows XP I was able to subscribe to a
newsgroup that listed hundreds of subjects and decide whether or not to
subscribe to them. So far with Vista Ultimate I have not been able to do
that. What do I do?

You do it the same way you did it with Windows XP.
However, some of the big ISPs have dropped support for newsgroups.
Unfortunately, your ISP, Comcast is among them:
http://www.comcast.net/newsgroups

Change to a better ISP or pay for third party newsgroups (Usenet) service.
