It means someone's spamming the newsgroup, and you've assisted by repeating
their spam.

I have assisted? I have not assisted anything with spam. I simply asked a
question. It looks like the guy may be wanting a developer and then again it
looks like he is seeking data about people which I think would be illegal
right? So I am assuming he is looking for a developer... Please forgive my
ignorance

or, of course, some might think he may be looking for both a developer and
illegal data.

If he is looking for a developer I may be able to help. However, if he is
seeking peoples personal data I will not be able to help. I guess I find it
hard to believe that somebody would post a request for peoples personal
data... Surely this can not be...
Anybody looking for a developer? :)

I fail to see anything in the original post that could make it be viewed as
anything but spam.

By repeating the entire original message (as opposed to deleting it when you
posted, as I did), you created another copy of the message. If someone were
trying to remove the spam, they'd likely be doing it by keying on the sender
id of the poster. Your copy, however, would likely not be removed as spam...

Not a huge deal, but something to remember when reposting.

It's not illegal to request data on people in various professions.
Demographics
info is regularly bought and sold. What you *do* with the data may be
illegal,
however.
