From the first link in this google search (watch the line wrap) it indicates
some sort of access rights problem to a file for some program trying to use
that file:

I am assuming XP does load ok runs ok, just that this error comes up during
the boot up?

Do some clean boot troubleshooting to see what program is having the
problem.

What this often means is that a program is trying to start but cannot access
some file or folder that it needs.

The real problem here is that it may be badly installed spyware or possibly
even a virus.

Give us a list of any security software you have. It could be that your
Antivirus or something has quarantined some part of a virus and not removed
all of it.
