Help with Windows xp and my DVD on my Inspiron 5000 from Dell

My Inspiron notebook from Dell came with Windows 98, I
upgraded to Windows xp, with Windows xp, I'm not able to
use my dvd that is instolled in my pc....Dell told me it
is because of Windows xp that I can't use my dvd, that
the DVD Decoder disc that came with the pc is not working
with windows xp.....What do I need to do? Can I run
Windows xp and still have my DVD? Or am I not supposed to
upgrade my Windows in order to keep the function of my
DVD. Is there something that I can be done to support the
DVD and Windows XP?

Nick, is the Dvd drive not reading anything? Cd's or Cdr's. Anyway, check
here for some info. You should be able to
get your dvd drive to work.
