Help with Shutting Down and keeping certain Task down.

Well, my problem here is that on my old OS, Win98, there was thi
program that I could access in my System Information utility, tha
would help me keep certain task from starting up, so that my RAM isn'
over crowded with useless programs. Now, I'm using XP, and that progra
isn't there anymore when I look under the tools menu in Syste
Information.

Is there anyway I can keep useless programs from constantly starting u
at start up, and keeping them shut down? I know this is kinda advanced
and few people would know this, but I need help cause I have only 19
MB of Ram, the minimal needed to even run XP, so hopefully you can al
see my problem
