help with outlook

I'm fairly new to setting up computers or doing much else than surfing the
net so my question will probably be something a 3rd or 4th grader could
figure out. But anyways, when I go to use outlook express I get "The
connection to the server has failed. Account: 'yahoo.com', Server:
'127.0.0.1', Protocol: POP3, Port: 110, Secure(SSL): No, Socket Error:
10061, Error Number: 0x800CCC0E" I'm sure I did something up wrong in the
intial setup of the computer , but how do I fix the error??

May be the problem is caused by the wrong date/time on your computer???
