Help with formula

I would like to create a formula (without using the pivot tabel function!), which will give me the following result:

The amount of specific problems (Consisting of the Mainproblem+detailproblem) per office.

Could anybody help? An example tabel is given below...

This formula will give the number of Telephone/No Tone problems in Office 1:
=SUMPRODUCT((A2:A9="Office 1")*(C2:C9="Telephone")*(D2:D9="No Tone"))

Is this the sort of thing you want?
