Help with data validation

Hi all

Cell C23 has a value. Data is input in range G23 to R23. I want excel
to be able to check the value in C23 each time an only allow the data
to be input in range G23 to R23 if it is equal to or less than C23. If
it is more than C23 I want to display an error message.

Any ideas??
