cant get Windows Xp to start up. Black screen appears and
says the following is missing

windows root/system 32/hal.dll.

What do I do to ammend this problem????

If editing the boot.ini file doesn't work for you (as pointed out on the
link Will gave you) then you may well have to run a Repair Installation. For
instruction on how to do that look for How To Run a Repair Install
