HELP:volume icon not in system tray

I have up to date win xp home edition with one defined user.
I have selected to display the volume icon.

If I boot or reboot, the volume icon is not displayed.
If I log off and back on, it is displayed.

I already tried unpacking sndvol32.exe as described on microsoft's site.
This happened before and I never found a solution besides re-installation.

Why is this happening and how do I fix it????????

As I explained, I have searched microsoft support to no avail.

The question I really need answered is:
In what way is booting the system as "User A" different from logging on
as "User A".

PLEASE SOMEONE HELP!!!
