HELP: USB 2.0 Hub Problems with old 500 mhz computer

I have an old 500 mhz AMD chip Compaq computer. It only has 2 USB ports, so I purchased and installed a Belkin USB 2.0 hi-speed hub. When I installed it while the computer was on, the computer recognized the new hardware. However, when I turn-on the computer with this USB 2.0 hub connected to the computer, Windows XP DOES NOT LOAD UP. There is just a black screen with the Compaq logo.

Does anyone know how I can fix this problem so that Windows XP will start-up with the USB 2.0 hub connected? Please help. Thanks.
 
Two things. First, check with Dell's website to see if there are any
BIOS updates available. Second, check the BIOS settings to make sure
that you don't have the ability to boot off USB devices enabled. I find
that my computer will not boot up if I leave a USB Flash Drive in a USB
port. You may be experiencing something similar.
 
Is this a powered hub or unpowered unit? On a PC as old as that, I'd
suspect an insufficient PSU.
