Help&Support Can't Display Page

I am having a problem with Help and Support. It will work for informational
files but does not work for opening or starting applications/services.

Help and support won't open Network Connections, or Sound Recorder or
Event Viewer for instance. Below is the typical error scenario.

I clicked on H&S then search for "network connection" next, responses
like copy a network connection, or 'make a direct network connection
produce cannot display page error mesage. Purely informational comments
display OK. But trying to open Sound Recorder or Event Viewer, starting
some function to working status, all don't work but give the cant display
page
error message; and again the purely informational responses display ok.
This used to work. The example:

"To copy a network connection"
1.. Open Network Connections. {SH: this and other services don't work}
2.. Right-click your dial-up, VPN, or direct connection, and then click
Create Copy.
{SH: clicking on Open Network Connections produces the below error.}

Cannot display the page
The page you are trying to view cannot be displayed. This may be
because:
a.. If you are trying to view this content over the network, there
may be network congestion or a problem with your connection.
b.. There might be an error in the page's address.
c.. The page might not be available.
Please check your network connection or try another page."
or using Help & Support for Event Viewer /change the event log size
To change the event log size

1.. Open Event Viewer.
Gives the same Can't display page error message.
Same with Open Sound Recorder

SH: I've tried this at odd times, several times and it is not an
internet server problem. I'm running windowsxp with 2gig cpu
512mb ram, spybot and ad-aware, updated Nortion anti-virus,
windows firewall installed. I've tried this after clearing machine
with spybot and ad-aware.

I don't find a fix for this on Kelly's repair page.

I have a footnote to add to this post. I turned on the guest account
and logged out of my account which does have administrative rights.

If I used the Index of Help & Support and scrolled down to
Event Viewer and then "set event logging actions"

The Open Event Viewer option does work and brings me to
its display rather than produce that Cant display page error message.
Since it tooks several moments to generate the settings for the
newly enabled guest account, it would seem that I have an setting
in my Admin account disabling opening apps like sound recorder
network connections, event viewer etc. or that some setting in the
admin account is not invoked for the guest account. Since they
both use the same system files, one of those files is not corrupt,
but I suppose some admin preference file which differs from the guest
account could be corrupt or at least is set differently from the default.
