CD-ROM = compact disc *READ-ONLY* medium

You put the files on read-only only media. When you copy files around
between drives, their file attributes tag along, too, but can be changed
if the target media forces the use of a particular file attribute. In
the case of a CD-ROM, any files put on it are read-only so the read-only
file attribute gets set for them. Since CD-ROM is read-only media, and
since Outlook demands that the .pst file be opened in write mode, you
cannot use your .pst files from there. You will need to copy the .pst
file back to a hard drive and remove the read-only file attribute and
then you can open that file in write mode.
